On June 30, 2023, the National Certification and Accreditation Administration issued a notice (No. 10 of 2023) on the Implementation Rules for Compulsory Product Certification of Electronic Products and Safety Accessories; According to the Announcement of the State Administration of Market Regulation on Optimizing the Catalogue of Compulsory Product Certification (No. 18 of 2020) and the Announcement of the State Administration of Market Regulation on No longer Implementing Compulsory Product Certification Management on Some Electronic and Electrical Products (No. 34 of 2022) The Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Lithium ion Batteries and Other Products (No. 10 of 2023) has adjusted and optimized the scope of compulsory product certification for electronic products and safety accessories. The National Certification and Accreditation Administration has formulated the Implementation Rules for Compulsory Product Certification for Electronic Products and Safety Accessories (CNCA-C09-01:2023) (hereinafter referred to as the new version of the rules).
The relevant standard requirements are as follows:
1、 The new version of the rules will be implemented from August 1, 2023. The Implementation Rules for Compulsory Product Certification - Audio and Video Equipment (CNCA-C08-01:2014), the Implementation Rules for Compulsory Product Certification - Information Technology Equipment (CNCA-C09-01:2014), and the Implementation Rules for Compulsory Product Certification - Telecommunications Terminal Equipment (CNCA-C16-01:2014) shall be abolished simultaneously;
2、 The relevant designated certification agency shall formulate corresponding certification implementation rules in accordance with the requirements of the new version of the rules and the general implementation rules for mandatory product certification, and file them with the National Certification and Accreditation Administration before implementing certification and issuing certification certificates in accordance with the new version of the rules;
3、 The valid mandatory product certification certificates previously issued can continue to be used, and the conversion of certification certificates is completed through natural transitions such as expiration renewal, product changes, and standard version changes.
Certification basis standards
What is CCC certification?
The so-called CCC certification is the China Compulsory Certificate system, abbreviated as CCC (3C certification for short). As an authoritative "CCC" certification that combines National Safety Certification (CCEE), Import Safety and Quality Licensing System (CCIB), and China Electromagnetic Compatibility Certification (EMC), it is an advanced symbol of China's General Administration of Quality Supervision, Inspection, and Quarantine and the National Certification and Accreditation Administration's integration with the international community, and has irreplaceable importance. All products listed in the mandatory product certification catalog that have not obtained the certification certificate from the designated certification agency or have not applied certification marks according to regulations are not allowed to be imported, sold from the factory, or used in business and service venues. It should be noted that the CCC mark is not a quality mark, but rather a fundamental safety certification.
Documents to be prepared for CCC certification application
1. Application for mandatory product certification;
2. Apply for certification of the product's Chinese user manual;
3. Product assembly diagram and electrical schematic diagram;
4. Process flow diagram for applying for certification of products (provided during initial application or change);
5. List of key instruments and equipment for routine inspection (see certification implementation rules for factory quality control testing requirements) (provided during initial application or change);
6. Organizational chart of the manufacturer (provided at the time of initial application or change);
7. Apply for certification of the product's Chinese nameplate and warning mark (in duplicate);
8. A copy of the applicant's "Enterprise Legal Person Business License" or registration certificate (provided during initial application or change);
9. Explanation of differences between different models of products within the same application unit;
10. Appearance photos of each model of product within the same application unit (in duplicate);
Other relevant information required when needed (if there is a CB test report, please provide it).
CCC certification process
1. Application acceptance
After the successful acceptance of the CQC application by the enterprise, CQC will issue an acceptance notice to the applicant, notifying them to send or send relevant documents and materials.
2. Data review
CQC conducts an applicant information review and notifies the applicant to send samples to the testing agency.
3. Sample reception for sample delivery
The applicant sends samples to the designated testing agency. After the sample acceptance, the testing agency fills out the sample testing progress table and reports it to CQC, and the sample testing officially begins.
4. Sample testing
After the sample testing is completed, the testing agency will transmit the test report and other data to CQC.
5. Factory review
For applications that require factory review, the inspection department organizes a factory review.
6. Conformity assessment
The CQC certification engineer conducts a preliminary evaluation of the applicant's tasks. The conformity assessment personnel shall re evaluate the above results.
7. Certificate Approval
CQC issues a certificate.
8. Printing, receiving, sending, and managing certificates
After receiving the certificate, the applicant shall manage it according to relevant requirements.
